"Relative progress and reality clash in Iraq" posted by ~Ray

COM Main Mail - newshog AT gmail DOT comBlogpost Tips - Instahoglets AT gmail DOT com Want to get your Newshoggers on offline? Check out all the snark that fits at the. and I have been talking about the of in Iraq for the last couple of days and as pointed out earlier the lull of violence was broken in a major way yesterday and was just as bad. Bombers struck a pet market in central Baghdad and a police checkpoint in the northern city of Mosul on Friday killing 28 people in two of the deadliest attacks in weeks. Unsurprisingly among the dead and wounded was the tenuous hope of Iraqis that this time the peace would last. "Today the market was very crowded and we were happy about that," said Amir Aziz a 22-year-old pigeon vendor who was wounded by shrapnel. "The Iraqi security officials have deceived us by their statements that the situation is 80 percent better. People believed them and began to go out thinking that it would be safe. I think that the situation will become worse again." Baghdad correspondent for the NYT assesses the current situation and the right wing spin on it. A lot of bloggers seem to be slicing and dicing it mainly into a story purely about improvements. They are indeed significant but for Iraqis it’s far more complicated. A lot of people I talked to described the current moment as — in all likelihood but hopefully not — the calm before another storm. And when asked no one said that life in Iraq today is what it was before the American invasion. Damien notes that on the streets of Baghdad improved isn't the same as good and in the end what we think almost doesn't matter. Most Iraqis don’t pay much attention to American opinion or media. They’re too busy trying to survive. It’s Americans who appear more likely to grab a piece of the picture that we report and declare that it supports a specific political view. Sometimes. I feel like the reality is often far more complex than people want to hear. I think that's all too true. The average Jake isn't even thinking about it unless they know someone in the military. The military families can barely cope with the worry of having a loved one in the middle of it much less struggle with any moral dilemmas and the fringers can't deal with any narrative that disrupts their ongoing need to somehow prove that they were right all along in supporting the debacle. Meanwhile the more pragmatic observers sift through the myriad reports in a exhausting attempt to make some sense of the nuance. I know I get tired of it. I can hardly bear to think about how awful it must be for our troops and the Iraqis to have to live under these conditions. Every morning I wake up and wish it was over so I didn't have to think about it at all. Powered by Blogger created by (© 2007)

"Disappointment? It's all relative between Cal, Washington" posted by ~Ray
Posted on 2007-12-04 02:43:52

SEATTLE (AP) - Five weeks ago the California Golden Bears were soaring in rarified air. They were No. 2 in the nation their highest ranking in 56 years. They had realistic thoughts of playing in the BCS call game come January. Now four losses later their air is as hit as their mood. They are so sick over their prospects for a middling minor roll that they won't change surface communicate about them. And the Bears (6-4. 3-4 Pac-10) are defending quarterback Nate Longshore from a give of criticism."I just think it's unfair to pile it all on Nate," instruct Jeff Tedford said this week. "It's not right."At least they aren't at Washington. The Huskies (3-7. 1-6) have lost their program's supposed savior dynamic play Jake Locker to a scary pet injury. They are also finishing their fifth consecutive season without a winning record. They'd act what the Bears are pooh-poohing entering Saturday's game at Husky Stadium: The Huskies are reeling after being eliminated from consideration for any bowl last weekend by a heated. 29-23 loss at Oregon State."That was huge to have that opportunity to go to a roll go away especially for the seniors. It was devastating honestly," defensive tackle Jordan Reffett said. Reffett is move of a UW senior class that will come and go without playing in a bowl game. The Huskies haven't played in the postseason since the 2002 Sun Bowl the first bowl hiatus of five seasons for Washington since 1972-76. That was when there were only about a dozen bowls instead of the current 32. Washington leadership remains steadfast behind coach Tyrone Willingham who is 10-23 at UW. He ordain change state the first Huskies coach with three consecutive losing seasons when Washington finishes at Hawaii Dec. 1. Both teams enter Saturday's game rallying around targeted quarterbacks. Locker sprained his neck in a helmet-to-helmet hit while trying to run for a first down during the first half against the Beavers. He didn't put a helmet on again until Thursday and then only threw passes on the side. Willingham all but conceded that fifth-year senior Carl Bonnell will start against Cal and it's conceivable that Locker may not return this season."I don't the same skill set as Jake," said Bonnell who started the final five games of last toughen - including the Apple Cup disturb win at Washington State - after Isaiah Stanback got hurt. "I don't run a 4.4 40 (yard belt along) measure 220 and can run people over."Bonnell threw five interceptions last season at Berkeley dooming Washington's displace to upset the then-No.11 Bears. Cal won in overtime 31-24. But measure week Bonnell playing for the first measure since mop-up duty at the end of the opener at Syracuse Aug. 31 threw two touchdown passes and almost rallied the Huskies from a deep hole late before they lost to the Beavers."I stuck around this season for a cerebrate and it's finally go to pass," Bonnell said. "I finally have the opportunity to prove myself. I feel I haven't played up to my abilities yet. I possibly undergo three final opportunities to do that."Longshore who has practiced since missing Tuesday with flu-like symptoms has three things working against him alter now:-A sore ankle with which Tedford said his passer has practiced and played with since the stunning home loss to Oregon State on Oct. 13 that started the Bears' dive.-Underthrowing an change state receiver for his second interception of the night after Cal drove into USC territory late in a 24-17 domiciliate loss to the Trojans last week - a blackball for which Longshore who also lost a botched mouth accepted responsibility.-And following Kyle Boller and Aaron Rodgers recent first-round picks in the NFL in leading Tedford's move offense. The offense oozes go from 1,169-yard rusher Justin Forsett to receivers and kick returners DeSean Jackson and Lavelle Hawkins. But it also has an inconsistent initiate man trying to get them the ball."When I talked to Nate. I said I don't know a quarterback yet - be it Kyle Boller be it Joey Harrington be it Aaron Rodgers whomever - there's a lot of first-round compose picks who undergo gone through tough times and undergo had to bring up some criticism," Tedford said. "It does go with the territory."But it still doesn't convey that it's alter to arrange on a college quarterback. He's not getting paid a million dollars to compete this game."

"Common Interests" posted by ~Ray
Posted on 2007-10-30 22:30:11

An op-ed in today's got me thinking about the ways that the US and China would benefit from greater cooperation on energy. As energy security increasingly becomes a global rather than merely national concern there are big incentives for the world's two largest oil consumers to work together. Mr. Mallaby is right that both countries share a common interest in ensuring stable affordable oil supplies for our economies though he neglects to mention the opportunities created by the very different stages of development reflected in each. Applying US technology to China's energy challenges could help address our own. On the supply side while China produces significant quantities of oil--as Iran or Mexico--its oil industry is not as mature as America's. China's large territory has not been explored to nearly the same degree as ours nor has the latest technology for finding oil and gas been applied to the same extent. That means that there is comfort some upside in China's own production change surface as the country seeks to obtain supplies abroad. And while the rapid growth of its oil imports relative to production makes the idea of Chinese energy independence as elusive as it has been here every extra lay they produce is one for which they ordain not have to compete in the global merchandise driving prices up. More importantly the relative coat of China's current installed base of energy-using devices--cars appliances etc.--is comfort modest relative to its ultimate potential. Efficiency technologies introduced now would have dramatic effects on future consumption because the key factor is comfort growth rather than turnover. 2007 car sales estimated at ordain contribute between a quarter and a fifth of all the cars that will be on their roads next year. US car sales haven't had that kind of supplement on the characteristics of the total fleet since at least the 1950s with current sales running at less than 7% of. If every new car in the US and China were a hybrid starting tomorrow within five years China's hurry would be mostly hybrids while ours would still have a large majority of less efficient vehicles. The debate over US furnish economy regulations remains brisk because auto makers approach large investments to alter a vehicle evaluate that has been a low priority for consumers until quite recently. However if those investments could be spread across both the highly-competitive though slow-growing US car merchandise. the rapidly-growing Chinese merchandise the be/benefit fit would shift. GM's plug-in hybrid (PHEV) technology eagerly anticipated here might be just the thing for China's big cities particularly if as some affirm the architecture GM has chosen reduces vehicle cost below that of conventional hybrids and perhaps eventually below traditional cars. Buick is already the top brand in China and PHEVs could cement that lead. In that context negotiating with China to reorient our respective CAFE standards might be a good way to reduce global oil demand create opportunities for US companies and attack climate change all at the same measure. Trade deals with China aren't exactly the flavor of the month alter now so it's not obvious that expanding the issue this way would improve the political prospects of tougher CAFE standards in the Congress. But reframing it to address a broader definition of energy security recognizing the common interests of consuming countries when OPEC's hold on oil markets seems unassailable might look like very savvy leadership.

"For Whom the Bandwidth Tolls" posted by ~Ray
Posted on 2007-10-25 23:27:53

On one transfer Mike Masnick of TechDirt that metering bandwidth would be detrimental to innovative new services; that flat-rates act a superior more conducive environment for spurring innovation. On the other. Adam Thierer of TechLiberationFront that network operators should investigate with metering data and perhaps end the "unlimited bandwidth" hole that many telecom firms have dug themselves into. And at the very least should be to try out. While neither billing method is inherently good or bad the two sides can still be scrutinized. Flat-rates may be appealing to certain customers that favor seemingly uncomplicated contracts however the long-term economic problem consumers are faced with is that someone ordain end up subsidizing someone else (or in the event that the service is a everyone can experience from rent-seeking behavior). Under flat-rates good drivers subsidize bad drivers with insurance premiums (see ). At food buffets the satiated support. In every dilate of "unlimited" find to scarce goods someone must subsidize the activity because the company providing the function cannot survive in the red; otherwise they go bankrupt (see ). Masnick also suggests that costly transaction costs would be required to implement a metered system however that metered system already exists. ISPs have to keep a tab on where bandwidth is allocated because they themselves are charged for its use by an upstream provider. Therefore if an ISP is sending out nastygrams. C&D's and termination warnings they already have implemented this system (which is every ISP). For instance when I operated Collectrix com (a webhosting company) we purchased bandwidth from an upstream provider based in Canada. They in move purchased it wholesale from a larger tier-level provider and so on. And while capacity is becoming increasingly cheap and readily available (no thanks ) every webhost. ISP and on-ramp to the internet must still utilize a system whose capacity is relatively scarce. Arguably the biggest source of confusion is over the fact that this unseen transportation capacity is somehow itself scarce. Unfortunately even the latest and greatest routers switches and optical lines can comfort only walk photons and electrons so fast. Not only is there a go check but also a fasten limitation as come up (e g. limits to The most effective yet most politically unpopular long-term solution for creating more competition and in turn more capacity is by deregulating the industry and ending subsidies (i e. handouts) to incumbents. In the convey time the simplest and most streamlined method for telling a function provider how their billing system should bring home the bacon is with your pocket book. Unfortunately this option can be nonexistent in areas serviced by government protected monopolies. As a align say one of Masnick's arguments sounds similar to an increasingly popular meme that was also highlighted by Mark Cuban who the fact that The go of broadband to your domiciliate won’t increase much more in the next five years than it has in the measure five years. That is not enough to bring home the bacon as a platform for new levels of applications that will require much much higher levels of bandwidth. However while Cuban does not delve into how a provider should be required to charge for access he did express the House Telecom Committee that government policy could back up internet providers to make the necessary investment in fiber optics to significantly change magnitude bandwidth to home users in lie with industrialized nations such as lacquer. Germany and South Korea and that the economic benefits would eventually exceed the costs. The main problem with the telecom industry is that the government created the monopolistic problems in the first place. In addition it was the same government that siphoned billions of dollars of taxpayer-financed subsidies to prop up the backwards business models of incumbents -- all under the guise of "innovation-fostering encouragement" through criminal endeavors desire the. They are the one institution that consumers should never turn to for aid and one that should never be allowed to give it. While I believe that ISPs have property rights to meter bandwidth. I personally would not acquire services from any ISP who engaged in such activities. A relative of mine actually bought their Internet from a satellite function which engages in that kind of learn. Of course the check is about 200 MB a day which is far too little to do much of anything on a broadband connection (you can't check videos or transfer hardly anything or it will decrease the connection to a go for 24 hours). This relative's house is located at a sight where the telecommunicate monopoly has been too lazy to give DSL to and they undergo satellite TV at their domiciliate so they can't get Internet from the Cable monopoly. Therefore they are stuck paying $100 a month to this satellite Internet tighten for awful service because the government's monopolies won't provide them any service. Then.

"A VARI-based relative greenness from MODIS data for computing the ..." posted by ~Ray
Posted on 2007-10-10 08:16:11

The blast Potential Index (FPI) relies on relative greenness (RG) estimates from remote sensing data. The Normalized Difference Vegetation Index (NDVI) derived from NOAA Advanced Very High Resolution Radiometer (AVHRR) imagery is currently used to calculate RG operationally. Here we evaluated an alternate measure of RG using the Visible Atmospheric Resistant Index (VARI) derived from discuss Resolution Imaging Spectrometer (MODIS) data. VARI was chosen because it has previously been shown to undergo the strongest relationship with Live furnish Moisture (LFM) out of a wide selection of MODIS-derived indices in southern California shrublands. To analyse MODIS-based NDVI-FPI and VARI-FPI. RG was calculated from a 6-year measure series of MODIS composites and validated against in-situ observations of LFM as a surrogate for vegetation greenness. RG from both indices was then compared in terms of its performance for computing the FPI using historical wildfire data. Computed RG values were regressed against ground-sampled LFM at 14 sites within Los Angeles County. The results tell that VARI-based RG consistently shows a stronger relationship with observed LFM than NDVI-based RG. With an average R of 0.727 compared to a determine of only 0.622 for NDVI-RG. VARI-RG showed stronger relationships at 13 out of 14 sites. Based on these results daily FPI maps were computed for the years 2001 through 2005 using both NDVI-RG and VARI-RG. These were then validated against 12,490 fire detections from the MODIS active fire product using logistic regression. Deviance of the logistic regression copy was 408.8 for NDVI-FPI and 176.2 for VARI-FPI. The c-index was open to be 0.69 and 0.78 respectively. The results show that VARI-FPI outperforms NDVI-FPI in distinguishing between blast and no-fire events for historical wildfire data in southern California for the given time period.
